Rationally develop and utilize non-wood forest resources, establish commercial forest and bamboo and speed up development of confirmed forest-board and bamboo-paper integrated projects. Develop bamboo pulp, bamboo related products and paper printing, increase production of high and medium class papers and paper-related products, foster new type of paper-making leading enterprises, so as to set up modern environmental bamboo pulping enterprise clusters with local features.

---Deep processing of Silk & Ramie. Give full play to the traditional advantage of breeding of mulberry silkworm and ramie planting to increase the production and quality of natural fibre materials such as cocoons, hemp and cotton. Proactively support R & D for new type fibres such as mulberry fibre and key technology research for ramie fibre and promote industrialization of new feature silk and hemp fibre.
