2017年10月3日，WTO保障措施委员会发布巴林代表海合会向其提交的保障措施立案调查通报。2017年9月20日，应Methanol Chemicals Company提交的申请，海合会对进口水泥、灰泥及混凝土用添加剂启动保障措施立案调查。涉案产品的税号为38244000。

利益相关方应于立案之日起10日内领取调查问卷，并于立案之日起21日内进行应诉登记。
